California Air Resources Board, also known as CARB, must certify the catalytic converter parts in New York. Similarly, the converter parts can have the 50-state EPA certifications.

A recently passed bill intends to restrict scrap, metal buyers, and other groups’ procurement, sale, and ownership of catalytic converters. In other words, it would ensure catalytic converters are etched and logged by national auto manufacturers and car dealers.

However, the law will take at least 180 days to effect. 

Guidance for Aftermarket Catalytic Converter Installers 

Firstly, Part 218 Emission Standards for Motor Vehicles and Motor Vehicle Engines does not consider a used catalytic converter as an original equipment manufacturer (OEM) replacement part. Therefore, it is unlawful for any person to sell, offer for sale, advertise, or install any used, recycled, or salvaged catalytic converter on any vehicle in New York. However, it does not restrict the sale of used catalytic converters for recycling purposes.

Secondly, it is unlawful for any person to sell, offer, advertise, or install any new AMCC for use on 1993, 1994, 1996, and newer CARB and 50 state-certified vehicles in NYS unless that new AMCC has been certified by CARB or is an OEM replacement part.
